Franklin County Food Service


How the Program Works

Franklin County Schools participates in the Offer vs. Serve Program for grades K thru 12. This is a USDA program which allows students to choose what they would like to eat.

***Any student qualifying for meal benefits must follow the guidelines for a reimbursable meal or could be charged if they are not willing to select the needed components

What is a Reimbursable Meal
Reimbursable Lunch

Students MUST choose a Fruit or Vegetable and two additional choices to count as a reimbursable lunch. 

     Lunch Meal Components:

  • Meat/Meat alternative
  • Grains/Bread
  • Vegetable
  • Fruit
  • Milk

Reimbursable Breakfast

Students MUST choose 3 or 4 items to count as a reimbursable breakfast.

     Breakfast Meal Components:

  • Grains/Bread
  • Milk
  • Fruit/Vegetable 

Student Account

When enrolled, each student is given an account with a Personal Identification Number or PIN number. Starting this year, all 5 through 12th grade will have a new PIN number. This number will be the last four numbers from their Student ID number. This number will remain the same throughout their time at Franklin County Schools. 

To access their lunch account, the students will be asked by the cashier to type in their PIN number. They will do this on advice located on the cashier stand. 

If parents would like limitations put onto their child’s account i.e. “ice cream only on Fridays”, all they need to do is contact the school’s cafeteria manager or the Food Service Office

Depositing Monies into an Account

You can do this a few different ways. You can send in check or cash with your child though we do not encourage sending cash with your child. You can stop by and visit the cafeteria to make your deposit or you can make a deposit via our on-line system. If you send a check, please make sure your child’s name and PIN number is on the check.

Lunch Meal Loans

Food Service is a self supporting enterprise within Franklin County Schools. 

Directed by the School Board, Food Services must maintain a responsible financial approach in its operation to remain self-supporting. Extending lunch loans to the 4,400 plus students within the district can unduly burden the department, jeopardizing its ability to serve all district students. 

We encourage all parents to take an active role in monitoring their child’s lunch account. Please make sure that you have sufficient funds in your child’s account to cover all purchases.

Negative balance alerts will be done by a phone call or email to the parents every week, when possible. Please make sure that you keep your personal contact information updated with the school. 

We encourage all parents to monitor their child’s account on a weekly basis. You can do this through several methods. 

1. Using the on-line system, 
2. Contact your school’s cafeteria manager.
3. Contact our Food Service Office.
Free & Reduced Meal Program


The Franklin County School System participates in the National School Lunch Program/School Breakfast Program. Students from 
households that meet federal income guidelines are eligible for free or reduced-price meals. Those eligible for reduced-price meals 
pay $0.00 for lunch and $0.00 cents for breakfast.

To apply for free or reduced-price meals, families should complete the application sent home on the first day of school or print one 
from the link below, sign it, and return it to your school's cafeteria or mail it to our office. Applications may be requested from the 
school office or school nutrition manager at any time during the school year.
